Zhengzhi circle has noticed that since the central government announced the establishment of the comprehensive deepening reform leading group on December 30, 2013, many departments of the State Council have set up corresponding deepening reform leading groups within their own departments. The State General Administration of Sports was newly established, while most of the others were established in early 2014 after the establishment of the central and deep reorganization.
After calculation, most of the deep reorganization within these departments has gone through three years. Have they realized the original idea? Why did the General Administration of Sports set up a deep reorganization at this time?
“Up” connects with the central government and “down” self-reform
Judging from the way of publication, there were not many departments of the State Council that officially announced the news when the deep reorganization was established. In addition to the General Administration of Sports, six departments including the Ministry of Agriculture, the China Insurance Regulatory Commission, the China Securities Regulatory Commission, the State Oceanic Administration, the Civil Aviation Administration and the Ministry of Communications were established in February and March of 2014.
Generally speaking, the internal deep reorganization purpose of each department can be summarized as two. One is to connect with the reform tasks of the central deep reorganization “subordinate” and ensure that it can be well implemented; the other is its own reform in this field, which is guaranteed to be carried out under a smooth and orderly working mechanism through the “East Wind” of the deep reorganization of the central government.
For example, in the deep reorganization of China Insurance Regulatory Commission, the first responsibility is to fully implement the overall deployment decided by the central government to deepen the reform. Like the central deep reorganization, the deep reorganization within the China Insurance Regulatory Commission also has six special groups, whose main responsibilities include studying important reform issues in related fields and undertaking special tasks assigned by the leading group, be responsible for connecting with relevant central special groups and ministries and commissions on specific issues.

Besides, the director of the State Sports General Administration just took over the post of the former deputy secretary of Beijing Municipal Committee in last October. According to reports, the main responsibilities of the reform office of the General Administration of Sports include organizing and carrying out policy research on major issues of sports reform, coordinating and coordinating relevant parties to put forward reform plans and measures, coordinate and urge relevant parties to implement the decisions and requirements of the reform leading group, study and draw up medium and long-term sports reform planning suggestions, etc.

Doorway to the first meeting
As mentioned earlier, there were not many departments that published relevant news when the deep Reform was established, but most of them disclosed the deep reorganization in the form of conference News. Before and after the announcement
Some departments also announced the news of the establishment of deep reorganization in a more “unique” way.
For example, the National Bureau of Statistics announced the establishment of deep reorganization by issuing notices. Although there is no specific establishment time, this is the first time that the Ministry of Public Security has clearly introduced the establishment of the department’s deep reform team.
After the establishment and deep reorganization of various departments, it is obvious that the channels for coordinating and implementing the task of deepening reform are more smooth.
