The responsibility for Taiwan’s inability to attend this year lies entirely with the DPP authorities.
He said that since 2009, Taiwan has participated in the World Health Assembly as an observer in the name of “Chinese Taipei” for 8 consecutive years. This is a special arrangement made through cross-Strait consultation under the background of the peaceful development of cross-Strait relations and on the political basis of “92 consensus” that both sides adhere to the one-China principle. However, because the DPP authorities have so far refused to recognize the “1992 consensus” and the core meaning that both sides of the Strait belong to one China, they have destroyed the common political foundation of cross-Strait relations, resulting in the suspension of the cross-Strait contact and communication mechanism. The premise and basis of Taiwan’s participation in the conference no longer exist, and the relevant arrangements lasting for 8 years are not sustainable.
Anfengshan pointed out that the world health organization is a specialized agency of the united nations and must deal with the taiwan-related issues of the world health assembly in accordance with the one-china principle confirmed by the united nations general assembly resolution 2758 and the world health assembly resolution 25.1. The DPP authorities refused to recognize the “1992 consensus” that embodied the one-China principle, setting obstacles for Taiwan to attend the meeting. The responsibility for Taiwan’s inability to attend this year lies entirely with the DPP authorities.
He said that the mainland has always attached great importance to the health and well-being of Taiwan compatriots, and we have taken a number of measures to promote exchanges and cooperation in the field of cross-Strait health. On the basis of adhering to the one-China principle and the “92 consensus”, the mainland Maritime Association and the Taiwan SEF signed the “cross-Strait medical and health cooperation agreement”, “Cross-Strait food safety agreement”, the framework agreement on cross-Strait economic cooperation and so on have built a number of exchange and cooperation platforms. At the same time, under the principle of one China, we have also made proper arrangements for Taiwan to participate in global health affairs. Experts from Taiwan can participate in relevant technical meetings and activities of WHO, and who can also send experts to Taiwan for guidance when necessary. These arrangements ensure that Taiwan can respond to public health emergencies in a timely and effective manner, whether on the island or internationally. As for why Taiwan cannot participate in this year’s WHO Conference, this is a question that the DPP authorities need to reflect on. Any practice of shirking responsibility and shifting focus cannot succeed.
Anfengshan once again stressed that our position on Taiwan’s participation in international organization activities is clear and consistent, that is, we must make arrangements through cross-Strait negotiations under the one-China principle. The DPP authorities should recognize the reality and return to the common political basis of the “1992 consensus” as soon as possible. Only in this way can the institutionalized exchanges between the two sides be continued, and it is also possible for the two sides to negotiate on Taiwan’s participation in activities of international organizations.
