Not long ago, the new purchase restriction policy released in March 15 this year once required foreigners to buy the First Suite in Nanjing and to pay personal tax or social security for 2 years or more in Nanjing within three years.

Opinions on the implementation of housing purchase restriction policy
I. Identification of execution objects
1. For non-household resident families in this city, those who have obtained master’s degree or above, senior professional titles (including deputy senior and senior) and Senior Technician professional qualifications are under 40 years old, if the labor contract signed with Ning unit is provided, personal income tax certificate or Social Insurance (urban social insurance) certificate is not required when purchasing a house.
2. If real estate is obtained due to gifts, it shall be implemented according to the housing purchase restriction policy.
3. If the real estate is obtained due to judicial judgment or judicial mediation, the housing purchase restriction policy shall not be implemented; If the real estate is obtained due to judicial auction, the housing purchase restriction policy shall be implemented, and the buyer shall be qualified to purchase the house.
4. If the house is purchased again due to the monetary resettlement, according to the audit opinion of the municipal construction committee, the housing purchase restriction policy will not be implemented when purchasing houses with the number of houses or less than the area.
II. Identification of social security and personal income tax certificates
1. For individual industrial and commercial households, the tax payment certificate shall be confirmed according to the individual income tax certificate, and the months that have not been paid due to the failure to reach the threshold shall be accumulated together.
2. For those who pay old-age insurance in the human resources and social security department of Jiangsu province, if the rest of the Social Insurance (urban social insurance) is paid in our city, social insurance (urban social insurance) the certificate is approved.
3. If you pay individual income tax in the local tax department of Jiangsu province, the certificate of individual income tax shall be recognized.
4. For non-registered resident families in this city, one member of the family who has paid social insurance or personal income tax for the longest time shall be recognized.
III. Confirmation of validity period of house purchase certificate
1. If the certificate of purchase has been issued before March 16, 2017: if the certificate of purchase has passed the validity period and the new application for purchase has not been issued, according to the municipal general office Notice on Further adjusting the housing purchase restriction policy of our city (Ning government office [2017] No. 56). Commodity housing in Nanjing real estate integrated business system has been subscribed or the contract has been confirmed, second-hand housing in Nanjing online storage housing transaction supervision system contract has been printed or the contract has been confirmed to submit, if the purchase certificate has expired, it can be continued.
2. If the purchase certificate is lost, apply for a replacement. If the certificate is within the validity period but has not been purchased, according to the municipal general office Notice on Further adjusting the housing purchase restriction policy of our city (Ning government office [2017] No. 56).
3. The validity period of the newly issued house purchase certificate is adjusted to 180 days (now 90 days).
