To this end, the six departments jointly issued “Implementation Opinions on Accelerating the construction of green mines”, putting forward specific requirements on how to build green mines.
Today, the six departments jointly held a video meeting in Beijing to deploy the construction of green mines. Ling Yueming, Vice Minister of Land and Resources, pointed out at the meeting that the deterioration of ecological environment has become a prominent livelihood issue. He said that at present, the development and utilization of mineral resources in our country are still relatively traditional and extensive, and ecological damage and environmental problems are still very prominent. Ling Yueming said that outstanding problems include ground depression caused by mining, especially disasters such as coal mining subsidence, which have a huge impact on people’s lives and industrial and agricultural production around the mining area. At the same time, mining occupies a huge amount of damaged land, totaling more than 3 million hectares. “Mining damages the regional groundwater system, resulting in the decline of groundwater level, the decrease of spring flow and even dry up, affecting ecosystems such as surface vegetation.”
According to the introduction of Ling Yueming, mining waste water pollutes the water and soil environment, the National Solid Waste residue accumulation exceeds 48 billion tons, the annual output of mine waste water exceeds 11 billion square meters, and there are many potential pollution hazards.
Ling Yueming stressed that these problems have caused a great negative impact on the production and life of the local people, and have become a major issue of social concern and public concern. He said that the social voice for accelerating environmental improvement and changing the development mode is getting higher and higher, and the task is very urgent. Ling Yueming revealed that this was also the main reason why the country accelerated the construction of green mines.
Cheng Lifeng, director of the Department of Ecology of the Ministry of Environmental Protection, revealed at the meeting that the remote sensing monitoring results of human activities in 446 national nature reserves showed that in 2015, 144 nature reserves in 446 national nature reserves had quarrying plants, the total area is 41.45 square kilometers and the number is 978. Cheng Lifeng said that the number of quarries in Nanyang dinosaur egg fossil area, East Dongting Lake, Daqingshan Mountain in Inner Mongolia and Hanzhong Zhu Di and other nature reserves were all over 30.
According to Cheng Lifeng’s introduction, in 2015, the ten-year change of the National Ecological Environment completed by the Ministry of Environmental Protection and the Chinese Academy of Sciences, namely the investigation and evaluation results from 2000 to 2010, showed that the National Mineral Development expanded rapidly in the ten years, the newly added mining area covers an area of 2285 square kilometers. Among the 25 national key ecological functional areas, 24 have mineral exploitation, accounting for of the total area of the national mining area. He said that in 2010, there were more than 50000 mineral development sites that directly destroyed the surface area of more than 5 hectares, distributed in 1774 counties across the country, with a total area of 7084 square kilometers.
The implementation opinions put forward that by 2020, all new mines will meet the requirements of green mine construction, and the production mines will accelerate the transformation and upgrading and gradually meet the standards. At the same time, more than 50 green mining development demonstration zones should be built. The implementation opinions also clarify the requirements for the construction of green mines in seven industries, including coal, petroleum, nonferrous metals, gold, metallurgy, chemical industry and non-metals, and the requirements for the construction of a green mining development demonstration zone.
Ling Yueming revealed that the Ministry of Land and Resources will simultaneously carry out the research on the national standard of green mines and timely incorporate it into the national standard formulation plan. He said that the six departments jointly issued the “implementation opinions” and took out the incentive policy measures of “real money and silver” from four aspects of land use, mining use, finance and finance. Among them, the mineral mining index is preferably arranged with green mines; For mining land, after going through the construction land formalities according to law, it can be transferred, leased or rented first and then let by agreement; eligible mines can be levied enterprise income tax at the rate of 15% reduction according to law. Ling Yueming said that for those who meet the standards of green mines, a “red list” will be established and incorporated into the enterprise credit reporting system to enjoy corresponding incentive policies.
Ling Yueming also said that the Ministry of Land and Resources will work with relevant departments to evaluate the progress and effectiveness of the annual Green mine construction in all provinces (autonomous regions and municipalities), and link the progress of green mine construction with the index of annual land plan.
