The Ministry of Human Resources and Social Security pointed out that in order to reduce the burden on enterprises and support the supply-side reform, after the “notice on appropriately reducing the maternity insurance rate” was issued in July 2015, the rates of 394 co-ordinated regions under the jurisdiction of 25 provinces have been adjusted. In 2016, the National Maternity insurance rate was 0.618, down 0.09 from 2014.
At the same time, in order to meet the requirements of more fairness and sustainability, we began to promote the implementation of the merger of maternity insurance and basic medical insurance. After deliberation by the central deep reform leading group and submitted to the Standing Committee of the National People’s Congress for authorization, the State Council selected 12 cities including Handan city in Hebei province for pilot. At present, each pilot city has studied and formulated the pilot program, and is working hard to improve and prepare for implementation.

Among them, in 2016, the income of the maternity insurance fund was 52.19 billion yuan and the expenditure was 53.06 billion yuan. Influenced by the full implementation of the two-child policy, the phased expenditure growth was greater than the income growth. However, the Ministry of Human Resources and Social Security emphasized that although there were phased payments, the maternity insurance fund was generally safe and the accumulated balance of the National Maternity Insurance Fund was 67.59 billion, which could be paid for 15.3 months.
