The specific transaction records of electronic stores, electronic stores, online supermarkets, etc. shall also be made public.
According to the notice, in recent years, all regions and departments have implemented the requirements of establishing an information disclosure mechanism for the whole process of government procurement, and the information disclosure work has made positive progress, however, there are also some problems such as inadequate construction of government procurement information disclosure platform in some regions and untimely and incomplete information release of some units.

In order to effectively improve the transparency of government procurement, the Ministry of Finance proposed to promote the construction of the network platform for the procurement information release of district governments.
Provincial (including cities with separate plans, the same below) financial department is the first responsible subject for the construction and management of local sub-networks, and should earnestly do the construction and maintenance work of good sub-networks, build local sub-networks into a unified publishing platform for local district government procurement information.
Provincial financial departments should strictly implement the unified Domain Name System of the Chinese government procurement network and use the domain name designated by the Ministry of Finance to build local sub-networks. If the local sub-network adopts dual domain names, it shall ensure that the domain names designated by the Ministry of Finance can be accessed normally, and other network media shall not replace the local sub-network.
The notice also proposed that government procurement information should be fully released.
First, strictly implement the government procurement information release system. The purchaser or its entrusted procurement agency shall earnestly do a good job in the information disclosure of procurement projects such as announcement of procurement projects, procurement documents, budget amount of procurement projects, procurement results, procurement contracts, etc, realize the whole process information disclosure of government procurement projects. For weak links of information disclosure such as budget amount, correction items, procurement contracts, procurement requirements and acceptance results of public service projects, relevant working mechanisms should be further improved and public responsibilities should be effectively fulfilled. Financial departments at all levels shall, in strict accordance with the time, content and other requirements stipulated in Document No. 135 of Treasury [2015], timely and completely disclose complaints, supervise, inspect and handle decisions, centralized Procurement Agency assessment results and records of illegal and dishonest acts and other regulatory penalty information.
