On the evening of May 9, the reporter learned from the provincial environmental protection department that the enterprises involved in the thallium pollution incident in Guangyuan section of Jialing River had been preliminarily verified. The pollution source was Hanzhong zinc copper mine Co., Ltd., yanziqi town, Ningqiang county, Hanzhong city, Shaanxi province.
Four people were arrested for environmental violations.
On May 8, the working group of the Ministry of Environmental Protection and the public security and environmental protection departments of Sichuan and Shaanxi carried out a comprehensive investigation on enterprises within 20 kilometers of Ningqiang county in Shaanxi province in the upper reaches of Jialing River, and focused on the investigation of smelting, smelting, washing and other heavy metal enterprises and tailing ponds.
During the on-site inspection, it was found that there was a major suspicion in the production process of Hanzhong zinc copper mine Co., Ltd., yanziliang town, Ningqiang county, Hanzhong city, Shaanxi Province. The working group immediately investigated the ditch outside the factory, the ditch downstream of the tailing pond, the waste water in the factory, and the washing waste residue stored in the factory was sampled.
According to the analysis results, the thallium concentration of four samples in the ditch outside the plant and the ditch downstream of the tailing pond exceeded 1.4 bixdo 23.3 times (the thallium concentration in the standard limit of Chinese-style drinking water surface water source in surface water environmental quality standard of surface water is 0.0001mg/L); the concentration of thallium in waste water in the plant is 0.00218 mg/L, and the concentration of thallium in washing waste liquid is 1.52 mg/L, which exceeds 20.8 times and 15199 times respectively (refer to “surface water environmental quality standard”). Judging from this, the company is suspected of major pollution. At present, nine people involved in the enterprise have been controlled by the public security department, four of whom are suspected of environmental violations and are being detained in criminal custody, and the case detective work is in progress.
Three working groups went to Hanzhong to investigate
On May 8, Feng Xiaobo, deputy director of the environmental emergency and accident investigation center of the Ministry of Environmental Protection, convened a joint meeting between Guangyuan municipal government and Hanzhong municipal government. The Shaanxi side was instructed to carry out in-depth investigation on the enterprises involved, lock the evidence, cut off the pollution sources and eliminate the hidden dangers of pollution. According to the arrangement of the joint meeting, an investigation team composed of emergency experts from the Ministry of Environmental Protection, provincial environmental protection department, Guangyuan environmental protection bureau, Guangyuan Municipal Public Security Bureau and other staff rushed to Hanzhong zinc copper mine Co., Ltd to assist in the investigation.
According to the actual situation, the investigation team is divided into three working groups: Expert Group, investigation team and monitoring team. According to the guidance of the expert group, the monitoring group collected 17 monitoring samples (including raw materials, washing slag, electrolyte, tail slag, discharged waste water, etc.). The on-site investigation team conducted an in-depth investigation on the basic situation, production situation, sewage discharge situation and surrounding environment of the enterprises involved, inquired the nearby villagers, and investigated the suspected points one by one.
During this period, the environmental protection department of our province and the environmental protection department of Shaanxi province reached two consensus in the Yanzi town government of Ningqiang County: first, completely cut off pollution sources and eliminate hidden dangers, and effectively guarantee the quality and safety of water environment in the lower reaches of Jialing River. Second, we should further improve the information communication mechanism for the emergency disposal of thallium pollution on the broken surface of Jialing River, and both parties should timely report the follow-up disposal.
On May 9, the working group divided into two groups to carry out on-site investigation again on Hanzhong Zinc Industry Co., Ltd. (head office) in Mianxian county of Shaanxi province and Hanzhong zinc industry Copper Industry Co., Ltd. (branch) in yanziliang town of Ningqiang County. The copper slag, secondary zinc oxide Ash, sludge around the drainage pipe of the tailing pond, waste water from the four-stage reaction tank and zinc powder from the metal zinc powder factory of Hanzhong zinc copper mine Co., Ltd. were sampled and prepared for further analysis, to verify the pollution discharge situation of the enterprise.
The inbound water quality of Sichuan-Shaanxi border reaches the standard steadily
As of 14:00 on May 9, the monitoring results of Guangyuan Environmental Monitoring Center station showed that the thallium concentration in the water quality of qianfoya and upstream sections was up to standard or not detected, and the monitoring data of Zhaohua ancient town section fluctuated, exceeding 0.3 times, the exceeding multiple of the section of Shangshi plate decreased from 1.4 times to 0.8 times. At 6 o’clock on May 9, the monitoring section of Zhang Wangxiang began to exceed the standard, and it exceeded 0.4 times at 12 o’clock.
The analysis of comprehensive monitoring data and expert consultation results predicts that the entry of Sichuan-Shaanxi border has reached the standard steadily, and there is no new input of pollution sources in the upstream. Affected by the stock (water cut off by hydropower station, pollution zone stock), the monitoring point data fluctuates; The section of Zhaohua ancient town is still affected by the upstream stone plate, and the monitoring data fluctuates; The polluted water reaches Zhang Wang Township. At present, Guangyuan city has adjusted the emergency monitoring plan according to the requirements of the emergency headquarters and the change trend of pollution sources. The third phase monitoring plan was implemented at 16:00 on the 9th. Xiwan water plant in Guangyuan City resumed full water supply at 18:06 on May 7.
