If flying in the above-mentioned areas in violation of the regulations, the public security organ may take emergency measures according to law; If it constitutes a violation of public security management, it shall be punished by public security management according to law; If it is suspected of committing a crime, it shall be investigated for criminal responsibility according to law.
The notice shows that the areas where unmanned aerial vehicles are strictly prohibited without approval include: Airport clearance protection areas within 10 kilometers on both sides of the civil airport runway center line and 20 kilometers at both ends of the runway; Organs, organizations, enterprises, areas of public institutions; Key prevention and control target areas related to national economy and people’s livelihood, national security and public security, such as communication, water supply, power supply, energy supply, hazardous goods storage and large material reserves; Stations, docks, ports, business districts, streets, parks, large activity venues, exhibition halls, schools, hospitals, residential areas and other densely populated areas; Areas under temporary control announced by the government. In addition to the above strictly controlled areas, citizens still need to approve flying unmanned aerial vehicles in other areas.
According to the relevant provisions of the general aviation flight control regulations, the use of civil unmanned aerial vehicles should submit an application for flight plan to the flight control department and implement it after approval. The flight plan application shall be submitted before 15:00 one day before the planned flight, and the flight control department shall make a decision of approval or disapproval before 21:00 one day before the planned flight, and notify the applicant. In case of emergency, you can apply for a temporary flight plan, which must be applied first and approved before implementation.
According to the notification, if the flight is carried out without the approval of the relevant departments, the relevant departments shall order correction according to the division of responsibilities and give a warning; If the circumstances are serious, a fine of more than 20000 yuan and less than 100000 yuan shall be imposed, and may be punished by ordering the suspension of flight for one month to three months, temporarily suspending until the revocation of business license and flight license; Causing major accidents or serious consequences, according to the provisions of the criminal law on the crime of major flight accidents or other crimes, criminal responsibility shall be investigated according to law.
In addition, the police also reminded citizens who bought unmanned aerial vehicles that they need to register with the police station where they live. If the citizens find that the unmanned aerial vehicle flies illegally, they can report it to the Chongqing safety supervision administration of civil aviation or to the public security organ, which will be rewarded in accordance with relevant regulations.
On May 9, the official microblog of Chongqing Airport Group Co., Ltd. @ Chongqing airport official microblog reported that around 12:49 that day, the southern direction of Chongqing Airport was disturbed by unmanned aerial vehicles, and the flight take-off and landing were affected, 12 flights are ready to drop to the outfield. An hour later, the departure and landing of the Chongqing Airport flight returned to normal.
